Three offices, different relationships
The ECFR author's biography records Bildt serving as Sweden's prime minister from 1991 to 1994. In 1995 he became the EU envoy to the former Yugoslavia, co-chaired the Dayton peace conference and, that December, became High Representative for Bosnia and Herzegovina.[1] Moving from national government into post-conflict arrangements changed the participants, authority and interests involved.
He later served as Swedish foreign minister from 2006 to 2014.[1] International affairs provide continuity across the record, but continuity of subject does not make a method permanently sufficient. Reaching an agreement, implementing it and maintaining domestic support are separate stages that require observation beyond a negotiator's credentials.

In this career the question asks which institutions carry an understanding forward after persuasion. Symbolism cannot explain the origins of war, certify mediation skills or declare a peace process complete.

Responsibility continues after an agreement
The international roles make it useful to remember work beyond the meeting itself. Possibilities opened at a negotiating table still meet institutional tests and the lives of affected people. An account of a mediator should record participation in consequential moments while keeping those affected by the arrangements inside the story.
