Parliament involves debate, legislation and scrutiny; a ministry adds departmental implementation and resource arrangements. Dates establish historical duties without proving current office or policy results.

A different role needs another test
Explaining a problem in debate and keeping a department's work functioning are both valuable and different. New authority, partners and responsibilities belong in an assessment of the move. The title identifies a position; actual effects need their own evidence.
