From Interior Minister to President
The presidential archive records Cossiga becoming Interior Minister in 1976 and resigning after Aldo Moro's killing in 1978. Later he served as prime minister and Senate president before election as President in 1985.[1] These roles carry different responsibilities; a ladder of advancement alone would omit the resignation and its political setting.
The archive distinguishes a restrained early presidency from outspoken criticism after the Berlin Wall's fall, provoking institutional disputes. He resigned before the term ended in 1992.[1] Purpose, expression and constitutional duties intersected; neither courage nor procedural restraint alone completes the evaluation.

The two resignations invite comparison without proving a fixed character. Events, authority, opponents and institutions differed. Keeping those distinctions explains what an action did in its setting, rather than allowing the final departure to stand in for an account of the whole term.
