Training, local office and a presidency
Hollande graduated from the École Nationale d'Administration in 1980, worked at the Court of Auditors and taught at Sciences Po. He joined Mitterrand's presidential team in 1981, represented Corrèze in 1988–93 and 1997–2012, served as mayor of Tulle in 2001–08 and led the departmental council in 2008–12. He won the Socialist presidential primary in 2011 and became the Fifth Republic's seventh president in 2012, serving until 2017. The Élysée biography reveals movement between local and national offices. Familiarity with administration and local affairs belongs to his experience; the consequences of presidential policy require another kind of examination.

Judgement across different scales
The reference for 12 August 1954 is 甲午, 壬申 and 庚子. 庚 metal evokes judgement, water changing conditions and 甲 wood development. What additional evidence does a familiar judgement need when responsibility broadens? A chart cannot grade a presidential term.
The 子–午 opposition offers an image of competing demands, not a forecast of political outcomes. His hour is unknown. Office, popularity and policy results need separate evidence, rather than one standing in for all the others.

A title cannot answer for a policy
Moving from local to national office changes more than the size of the stage. The people affected, channels for disagreement and time needed for results may all differ. A résumé becomes more useful when rising titles are restored to concrete responsibilities, allowing experience to be questioned rather than enclosed by prestige.
