Cooperation must accommodate different units
Cooperation across levels does not consist of covering local differences with a larger institution’s name. These roles invite questions about who agreed to what, who bears a consequence and which disagreements remain. Assessing a broad political purpose should return to those verifiable matters, rather than measure only the force of its expression.
