Responsibilities at several scales
The UAE government's official chronology records Mohammed bin Rashid becoming Minister of Defence in 1971, Crown Prince of Dubai in 1995, and Ruler of Dubai and federal Prime Minister in 2006. These positions concern defence, an emirate and the federation. The familiar image of a commercial city cannot capture every responsibility involved.[1]
Office dates identify locations of decision-making power without establishing the social effects of each decision. A city's image, speed of construction and residents' lives have connections that need investigation. An account of public authority should record appointments while leaving policy outcomes and different groups' circumstances open to independent assessment.

Let evidence stand beside the title
A city can become a recognizable brand, while governing involves more tasks than maintaining that brand. Who receives a service, which commitments are completed, and who bears a cost? Asking these questions beside an office holder's reputation prevents the possession of authority from being mistaken for achievement.
