TRADITIONAL INTERPRETATION
Ji Earth and You Metal: rules becoming procedure
The reference is 戊午, 辛酉, 己未. Ji Earth’s support beside You Metal can frame public responsibility becoming workable arrangements, with Wu Earth adding organisational backing. The hour is unknown. Three pillars cannot establish political positions or integrity, and tenure length does not verify a chart.
Stability in public office does not mean only remaining in place. A procedural handover also sustains an institution. Earth and Metal can ask whether departure transfers responsibility clearly and whether rules outlast an individual. These symbols do not evaluate every policy; they allow service and transition to be considered as connected duties.
EDITORIAL REFLECTION
Handover belongs to the work of office
A long career can make its holder look indistinguishable from an institution. Handover reveals the difference. An ending deserves preservation beside an inauguration: public office belongs to continuing arrangements, while individuals enter and leave it. Assessing responsibility includes the transfer of a position, not only its acquisition.
