A responsibility beyond the consulting room
Uruguay's presidential archive records Vázquez graduating in medicine in 1969, qualifying in oncology and radiotherapy in 1972 and later holding a professorship. Elected mayor of Montevideo in 1989, he took office in February 1990.[1] Medicine and city administration meet in one career, but governing a city is not simply enlarging a consulting room.
He won the presidential election in 2004 and took office in March 2005.[1] The sequence offers a way to examine a specialist entering public office. Being a physician cannot by itself establish that every policy is more scientific. Expertise is one condition among authority, resources and the interests of different communities.

A qualification is part of the answer
The documented study and office dates make the transition concrete. Which judgements does professional experience help, and which demands does a new public role add? Both need examination. Recognising the importance of expertise while retaining tests of how authority is used prevents a qualification from becoming an all-purpose endorsement.
