Two institutions, different tasks
An OECD publication in 2011 records the appointment of Belgian Prime Minister Leterme as Deputy Secretary-General, with a portfolio including education, employment, health, governance and territorial development.[1] This remained public work, but an international organisation operates differently from a national government. The job title alone does not explain how the new tasks were carried out.
He became Secretary-General of International IDEA in June 2014. In a signed article that September he described viewing international developments through democracy support and considered representation and participation. The institution's audited 2019 statements record his resignation on 31 May.[2][3] The appointment and departure can be established; evaluating the work requires particular projects and results.

An international post sounds expansive, but its work needs to become concrete in projects, partners and outcomes. This sequence shows experience being used in a different organisational form. It also warns against treating a larger institutional name as a larger achievement. An appointment is one documented event; delivery needs a further set of evidence.
