From a department to a public programme
The Catalan Land Institute chronology lists Artur Mas as public works minister from 1995 to 1997. The government's 30 December 2010 release records his first New Year address as president of the Generalitat. Departmental administration and leading a government involve different responsibilities, beyond an increase in public visibility.
His 20 December 2012 investiture speech presented a governing programme and requested parliamentary confidence, advancing positions on national transition, the right to decide and fiscal arrangements. The original speech establishes a political position, not full authorization or completed implementation. A position's appeal and its entry into institutional procedures remain different questions.

An expression requiring support
The date of 31 January 1956 falls before the beginning-of-spring boundary, yielding Yi-Wei year, Ji-Chou month and Ding-You day. No hour is known. Ding Fire offers an image of specific public expression, Yi Wood adds development, Ji with Chou and Wei Earth brings support, and You Metal retains institutional distinctions.
The question is how a statement obtains organizational agreement and executable conditions. Wood and Fire do not make a political objective legitimate; Earth and Metal do not decide a constitutional dispute. Appointment records and a speech establish actions already taken. Three pillars cannot forecast an independence process or turn one party's position into every institution's judgment.

A direction needs conditions to carry it
A department requires execution, a government coordination, and a confidence request an answer from Parliament. Keeping these differences makes a political career more than the story of a forceful speaker being noticed: it also shows who authorizes and who carries the work.
