The UN’s own historical feature records Jebb as Foreign Office counsellor in 1943, executive secretary of the Preparatory Commission in 1945 and acting secretary general that October. He later served as UK permanent representative from 1950 to 1954.[1]

The reference is 庚子, 庚辰, 戊辰. Wu Earth’s organising beside repeated Chen frames foundations for a new institution; repeated Geng Metal introduces methods, procedure and handover. The hour is unknown. Earth cannot certify diplomacy or prescribe an acting position as a destined rank.
A founding date does not mean every daily operation is ready. Preparatory work connects agendas, duties and representation. Earth and Metal ask how support becomes arrangements others can continue. Temporary responsibility needs clear outputs for successors, and symbols cannot declare an institution perfect.
EDITORIAL REFLECTION
Make temporary responsibility transferable
An acting office can be obscured by a list of formal secretaries general, while preparation makes the labour of starting visible. Duration need not be the sole measure of value. Work that leaves conditions a successor can use tells more about temporary responsibility than a position within an historical photograph.
