From a programme to policy

The Lenin house museum in Vyborg records his return to Petrograd and April Theses in 1917, an instruction implementing New Economic Policy principles in 1921, the end of public activity after severe illness in 1923, and his death on 21 January 1924.[1]

Efficiency does not establish legitimacy

Political biography is vulnerable to turning an outcome into inevitability. Obtaining power does not validate every preceding step, and historical influence does not remove questions about cost. This chronology should lead toward particular policies and evidence, allowing aims, means and consequences to remain distinguishable instead of ending with a single heroic or antiheroic label.
