From government posts to sustained rule
The Kremlin records Putin becoming prime minister and acting president in 1999, being elected president in 2000 and returning to the presidency in 2012, after security-service and city-government work.[1] This establishes positions and experience; it is not an independent assessment of government or proof of legitimacy through longevity.
After Russia invaded Ukraine in 2022, the UN General Assembly condemned the aggression and demanded an end to force and withdrawal.[2] A political account must include affected people, countries and rules, rather than only measuring how long power was retained.

Bing-Xu and limits on public commands
The reference is Ren-Chen, Ji-You, Bing-Xu. Bing Fire's presentation and You Metal's standards can introduce questions about limits and correction of authority. Look beyond the ruler's own account
Official dates cannot replace evidence about policy and war's consequences. Offices, mechanisms of power and international conduct need distinct attention. Sustained rule is a historical phenomenon; whether affected publics have opportunities for expression, restraint and correction is another question that belongs in the account.
